West Island Softball Umpire Association Bylaws


Article I        NAME

The name of this organization shall be;
                       " West Island Softball Umpire Association  "


Article II        MEMBERSHIP

All persons 18 years of age or over are eligible. A Member must be knowledgeable of C.A.S.A. playing rules and pertinent league bylaws.  A member must be able to sensibly apply this knowledge.


Article III    UNIFORM and EQUIPMENT

Members will be similarly attired and equipped as per C.A.S.A. guidelines. Any variations will be amended at the Annual meeting in April. Shorts are allowed, but must be of the post-office style. The association crest is to be worn on the left chest pocket. Caps are compulsory on bases, plate cap is optional. Jackets and sweaters to be navy blue, with associated logos only. Trimmed beards and neat pony tails are acceptable. Chest protectors are optional and worn as per C.A.S.A.,inside the umpire's shirt. Black mask and throat protector.


Article IV        MEETINGS

A minimum of one meeting will be held annually on the last Sunday in April.  This meeting is compulsory. Subsequent meetings will be held at the request of the majority or when dictated by other conditions.  All items for an agenda must be submitted at least one week beforehand in order to be raised at a meeting. Missing any meeting will constitute agreement with the amended bylaws, guidelines, and all voted agenda items.


Article V        SCHEDULING

Scheduling will be accomplished with reference to the Un-Availability Form.  This form is to be completed by the member at the April meeting and must be updated before award time.  (No later than Noon Fridays). Normally the schedule will be available on Sundays for the following week. When circumstances permit, longer periods will be scheduled.


Article VI     DUES

Each member will be required to pay an administration fee at the beginning of each season.  This amount will be established by the association prior to the April meeting.


Article VII    FINES

The following are subject to fines.
        1. Inability to cover games at award time Sunday, or Monday morning.
        2. Booking off after award time, but before game day.
        3. Booking off on game day.
        4. Late for game.
        5. Improper dress, lack of equipment, and disregard of C.A.S.A. and
              association bylaws and guidelines.
        6. Not booking off, and not showing to an assigned game.
        7. Losing a valid protest.
        8. Conduct unbecoming an association umpire. Becoming
           antagonistic/threatening toward a player.

The amount of these fines will be set for the following year at the end of the current season with input from the membership. A fined umpire may appeal to the grievance Committee.


Article VIII    GUIDELINES

General association business, reminders, and all items not set forth in these bylaws will be covered separately under Umpire Guidelines and Reminders.


Article IX    COMMITTEES

Committee members will be elected by a majority vote of only those umpires present during a vote. No proxies.


Article X     BYLAW AMENDMENTS

Amendments will be made only at the April meeting. Changes will be made by a majority vote of the attending members. Failure to attend meetings, or keep informed of bylaws will not be grounds for an appeal.
